Wa Regional Hospital: started by Kufuor, finished by Akufo-Addo Featured

Documentation on the newly inaugurated Wa Regional Hospital does not support the claim by the National Democratic Congress that the project was initiated and executed while the party was in power.

On the contrary, the entire project began in April 2008 with a memorandum of understanding (MoU) between the Kufuor-led NPP government and Euroget De-Invest SA for construction of the Wa and eight other hospitals.

Our checks show that the commercial and financial files prepared by Euroget De-Invest SA received cabinet approval on October 29 2008 and parliamentary approval on November 12 the same year.

To secure financing for the overall project, Euroget De-Invest signed a credit facilities agreement with Ghana on November 20 2008.

Ghana Hospital Projects

The Wa Regional Hospital is one element of the “Ghana Hospital Projects” programme, awarded in 2008 and executed by Euroget De-Invest of Egypt.

The projects involved the design, construction and equipping of one military hospital, two regional hospitals and six district hospitals at a project cost of US$339 million.

The site for the Upper West Regional Hospital was the first to see building work in August 2010, after designs and a value-for-money audit were approved. However, various challenges delayed the completion of the construction projects.

The hospital has several departments, including an administration building, outpatients’ department, physiotherapy unit, pharmacy, radiology unit, laboratory, surgical suite, emergency and casualty unit, burns unit, central sterile supply department, medical gases production unit, obstetrics and gynaecology department, ambulance station, mortuary, medical waste department and relatives’ hostel, as well as 20 staff housing units.

It is also equipped with modern equipment. Key among these are X-ray machines (stationed and mobile), a CT scan, mammography machines, ultrasound, a fully equipped operation theatre, medical gases and patient monitors.

The facility is also fitted with a complete local area network integrated with a data centre, hospital information management systems (HIMSs), a computerised maintenance management system (CMMS) and internet connectivity.

Akufo-Addo commissions

President Akufo-Addo commissioned the $52m, 160-bed hospital yesterday during his tour of the Upper West Region.

“This project has passed through the hands of four successive presidents of Ghana. It was initiated and begun under the second President of the Fourth Republic, His Excellency John Agyekum Kufuor; it was continued by his successor, His Excellency the late John Evans Atta-Mills; and his successor, His Excellency John Dramani Mahama; and it has been commissioned by me, the fifth President of the Fourth Republic.

“This is a good statement about our country, of our institutions, and of our governance,” the President said.

He noted that such continuity is what makes Ghana an attractive destination for foreign investment and foreign interest in Ghana, because agreements struck by one government are respected by successive governments.
